My Aims

Strong earthquakes hit the Tohoku Region in the afternoon of March 11, triggering several meter high tsunami waves that caused massive destruction and loss of human lives in areas along the Pacific coast of eastern Japan, especially in Miyagi, Iwate and Fukushima Prefectures.

This blog aims to provide useful information in English for foreigners in Japan and their family abroad. Because I am currently in the US, and there is a limit of time for me to stay in front of news in a day, this blog is not the best place to get news flash about earthquake or tsunami. To get latest emergency information, I recommend you to check radio and twitter. I posted the links to these useful souces in the articles you can find below.

You can get a lot of scary news in English online. At the same time it is important to know what is happening in Japan, they do not help you to protect yourself. If you are too scared, you cannot take proper action when needed.

Thus, my aim of creating this blog is to provide correct and useful information to keep yourself safe and to relief you. I posted a lot of links to useful websites where you can find official/important information regarding this disaster and "what to do tips." Please read and bookmark them before something happens. I also try to post correct information which is hard to find in English, such as information on evacuation and rolling blackout.

To make it easier for you to find the information you need, I created links to each article sourted by categories. Please utilize them and let me know if you find anything not working correctly or hard to use.

Most informations are only available in English unless specifically marked "in Varisou Languages." However, for most of them, I could find only a few languages. If you have useful info in other languages, please leave them as comment.

I am very sorry but because this is an emergency, I am ignoring many copy right issues. Please let me know if you want me to delete any article.

Share w/ Others

Last but not least, please share this blog w/ anyone you know. Or if you see a foreigner on street standing alone, tired, or anxiously, please give them this blog URL.
http://japanearthquakeinformation.blogspot.com/ or shortened version http://bit.ly/earthquakeEng
Your smile and kindness can make a lonely foreigner smile :)

Thank you so much for your help!

Elevated level of radioactive idone found in tapwater in Kanto Area

Updated March 24rd 18:08

Restriction on use of tap water for infants has been lifted, as the level of radiao active iodine at the drinking water treatment plant has dropped from 210 Bq/kg to 79 Bq/kg. Twitter and blogs help immediate access to emergency informationm, but at the same time there are a lot of false rumor and out-of-fate information. The most reliable govermental official sites offer information in Japanese, but not so much in English.

So, I asked the professors in my univeristy where I can find reliable information. Here are some he suggested and I found. Many of them include scienticfic explanations. You may not like reading scientific articles, but they are very easy to understand using a lot of pictures. Read thorough them in order to understand what is actually going on, and to be able to tell truth from false rumors.

Nuclear Plant
Exposed rods spark meltdown fear
http://www.bbc.co.uk/news/science-environment-12737508
Japan nuclear alert at Fukushima - Q&A
http://www.bbc.co.uk/news/world-asia-pacific-12732015
Radiation falls at Japanese plant
http://www.bbc.co.uk/news/health-12722435
In graphics: Fukushima nuclear alert
http://www.bbc.co.uk/news/world-asia-pacific-12726591
Japan's nuclear crisis: The story so far
http://www.newscientist.com/article/dn20249-japans-nuclear-crisis-the-story-so-far.html
Fukushima latest: Radiation around plant falls
http://www.newscientist.com/blogs/shortsharpscience/2011/03/japan-megaquake-update.html
Estimates of total radioactive cesium and iodine emissions from Fukushima plant
http://blogs.nature.com/news/thegreatbeyond/2011/03/first_estimates_of_radioactive.html?utm_source=feedburner&utm_medium=twitter&utm_campaign=Feed%3A+nature%2FySfs+%28The+Great+Beyond%29

Earthquake
Quake was big even for Japan
http://www.bbc.co.uk/news/science-environment-12710999
How Shifting Plates Caused the Earthquake and Tsunami in Japan
http://www.nytimes.com/interactive/2011/03/11/world/asia/maps-of-earthquake-and-tsunami-damage-in-japan.html
Was Friday's quake Tokyo's expected 'big one'?
http://www.newscientist.com/blogs/shortsharpscience/2011/03/was-fridays-quake-tokyos-expec.html

Tsunami
UW-Madison professor discusses earthquake, tsunami
http://www.fox11online.com/dpp/news/international/uw-madison-professor-harold-tobin-discusses-japan-earthquake

<link rel='alternate' type='text/html' href='http://japanearthquakeinformation.blogspot.com/2011/03/reliable-scientific-explanations-of.html' title='Reliable & Candles might cause fire.
- Stay informed. This blackouts are PLANNED and only last for three hours. Lights will comeback.
- Plug off electrics before you leave. Some electrics, such as hair drier and hotpots are prone to create sparks when the power supply is back and be a fire hazard.
- Secure food and water in advance. In some area, water supply will be intermitted as well. Prepare meals and water before hand.
- Stay warm. In some buildings heats are also provided by electricity. Put extra layer.
- Don't open your fridge. Most of the fridge and freezer in Japan are well insulated. If you don't open the door, it will stay cool for three hours.

Conserve energy
- Every kWh you don’t use will help getting steady supply of electricity not only your area, but also the areas severely affected by the earthquake.
- There are lives you can save by keeping heat low and plug of unused electrics, especially during a time between 18:00-17:00http://japanearthquakeinformation.blogspot.com/

For People in Miyagi

Sendai

Official Info blog for foreigners in Sendai
http://www.sira.or.jp/japanese/blog/information/

Sendai Official Website in Multilanguage
http://www.city.sendai.jp/language/english.html

Emergency Information for Foreign Residents in Sendai City about Life

http://www.tufs.ac.jp/blog/ts/g/cemmer/2011/03/post_166.html

Inquiry counter for foreginers in Sendai. The information contained included: "the poisonous substance released in the Cosmo Oil explosion has adhered to the clouds and will pour in Chiba as rain."

However, this is not true. The tank in question was filled with LP gas, which despite flowing into the atomosphere as a result of the explosion will have little effect on the human body.

We sincerely apologize to the residents of Chiba, as well as all those related, for any trouble and/or worry this has caused.

Source: http://www.cosmo-oil.co.jp/information/110312/index.html

PTSD Child Care

Post‐Traumatic　Stress　Disorder (PTSD) is a severe anxiety disorder that can develop after exposure to any event that results in psychological trauma. While many adults are also affected by this, children who have experienced a big earthquake are very likely to struggle with this. Common symptoms include: Re-experiencing, Avoidance, and Hyperarousal.

You can find various information about PTSD online, so I'll focus on how you can help your children here.

Make children feel secure and relieved
- do not leave them alone
- eat and play together
- hug them and hold their hands
- tell them that it is normal to feel sadness, anger, anxiety
- to those who blame themselves, tell them "it is not your fault"
- say "I'll protect you" and "We are safe/okay" instead of "Do your best" or "Be patient"
- talk about pleasant memories
- do not scold them even if they behave badly

Discuss what they are confused about
- ask what they are actually anxious about, with what they are struggling
- do not generalize or dodge the problem
- answer confidently, even if they repeat the same question over and over

Accept their feelings calmly and sincerely
- when they talk, get down to the same height as them, look them in the eyes, make brief responses while listening, and never interrupt them
- do not force them to talk if they don't want to

Provide opportunities for them to play and act
- at their own pace, let them communicate with friends through sports or play
- let them express freely by drawing, singing, and writing
- the feeling of helping others makes them feel good, so let them help you with easy things

If adults show their anxiety, children's symptoms may get worse or cause them to try to hide their anxiety and stress. In cases of disasters like this, however, it is often impossible for adults to be totally calm; adult anxiety is also normal.

So, please do not push yourself too hard. Please ask for help; often others will be helped by helping you. Talk to other adults, counselors, friends, or other parents in the same shelter or area. Incorporate and take turns with them in caring for the children.

The most important thing is to listen to children sincerely, and have fun with them. Talk about your favorite movie, food, memory, and smile together.

Even during the hardest times, do not forget to smile, to have hope, and to appreciate that you are alive.

http://japanearthquakeinformation.blogspot.com/
URL http://bit.ly/earthquakeEng

http://mixi.jp/view_community.pl?id=5524657

http://japanearthquakeinformation.blogspot.com/2011/03/uw-madison-how-can-you-help-japan.html

http://irritantis.info/archives/652

As you already know, a terrible earthquake hit Japan on March 11. The M9.0 earthquake triggered many other earthquakes, tsunami, and a potential nuclear meltdown. The aftershock tremors continue to force the tired and scared people of Japan to take shelter. Japan will need a lot of money to provide sufficient food/medicine/blankets for refugees ,and to rebuild houses/roads/all the things destroyed by the disaster.

As Japanese in the US and people who loves the country, members of the Japan Tsunami Relief (JTR) are very frustrated not being able to run to help our loved ones. However, we believe there is something we can do from here in Madison.

For at least the coming several weeks and possibly longer, we will be organizing many fundraising events. A dollar or the change in your pocket can make people in Japan smile. Even if it is difficult for you to donate money, please come to our events to say hi to us. We would love to thank you for your caring.
If you prefer other organizations, you can find a list of reliable organizations.
http://www.interaction.org/crisis-list/interaction-members-support-japan-earthquake-response

Official Statement on Donation or Offers of Assistance by Embassy of Japan
http://www.us.emb-japan.go.jp/j/anzen/jishin_message.html

Evacuation Order: Fukushima Nuclear Power Plant

Updated: March 23, 22:57 (JPN)

Tokyo Metropolitan Government announced that elevated level of radioactive idoine has been ditected and advice residents not to give tap water to babies
The detail will be found here http://japanearthquakeinformation.blogspot.com/2011_03_23_archive.html

World Health Organization (WHO) posted the Q&A for health concern about Fukushima Daiichi Nuclear Power Plant accidents. Let's always be prepared for what we need to do when earthquakes happen.

Inside a building
Do not use elevators. Do not rush out of the house
It is dangerous to rush out thoughtlessly.
Check the surrounding situation carefully and act calmly.

4. Open the door to secure an exit
You may be locked in the room by a warped door especially in reinforced-concrete buildings.
Open the door to secure an exit.

5. Act on correct information
False rumors may confuse people in the event of a disaster.
Pay attention to information from the mass media, municipalities, fire department, and police.

Actions in Timeline
- When an earthquake occurs, your actions will vary as time goes on. Carry these instructions with you and keep them in mind in case of an earthquake.

* Immediately After an Earthquake (Zero to Two Minutes After a Quake)

When you feel an earthquake, protect yourself and wait until the shaking stops.
First of all, protect yourself!

As soon as you feel an earthquake, the first thing you should do is to protect yourself from falling objects.

Take cover under a desk.
Protect your head with something like a cushion or magazine.
Move away from furniture.
Move away from glass and windows.
You should check the safety of rooms in your home regularly and also should install a fire-alarm.

* After the Earthquake (Two to Five Minutes After a Quake)

Turn off the stove and any other flames in the kitchen. Before evacuating, turn off the circuit breaker and the gas at the main valve.
*When a quake is big, protect yourself first, and if it is small, give priority to putting out fires.
Extinguish fires thoroughly and prevent new fires from starting!

You have three chances to put out fires. Your prompt action will prevent fire disasters.

When you feel a small quake
When the first strong quake stops
Immediately after a fire breaks out
Before evacuating, be sure to turn off the circuit breaker and the gas at the main valve.

* After Putting Out a Fire (Five to Ten Minutes After a Quake)

Check and secure the safety of your family and gather disaster and evacuation information.
Secure an evacuation route.
Check and secure the safety of your home!

Once you have made sure you are safe, carry out the following tasks.

Check and secure the safety of your family.
Seek out disaster and evacuation information.
Secure an evacuation route.
Watch out for broken glass and toppled furniture.
Use the disaster message telephone line to obtain information on the safety of your relatives.

* After Getting Outside (Ten Minutes to Half Day After a Quake)

Cooperate with your neighbors to rescue people trapped inside houses and under furniture. Also, extinguish fires.
Check the condition of your neighbors and do what you can to help!

Your neighbors are going through the same difficult experience. Ensure the safety of neighborhood residents, and corporate in rescue and aid efforts.

Rescue the people in collapsed houses and under toppled furniture.
Make an effort to put out fires that start up.
Aid injured people.
Learn first-aid to help injured people.

* For a Few Days After Evacuation (Half Day to Three Days After a Quake)

For a few days, there may be interruptions of essential services including water, gas, electricity, and telephone services, as well as limited food supplies. So, prepare a stock of two to three days of emergency supplies.
For the first two to three days, try to take care of yourself and your family.

For the first several days after an earthquake, there may be interruptions of essential services including water, gas, electricity, and telephone service, as well as limited food supplies. To provide for this, prepare a stock of two to three days of emergency supplies.

Days needed for the total restoration of services after the Great Hanshin-Awaji Earthquake.

Water service: 90 days City gas: 84 days Electricity: 7 days
Refer to the emergency supplies list to help prepare for disasters.

A list of key emergency supplies

Food and water (roughly three days of food for entire family and three liters of water per person a day)
First-aid kit, medicine, etc
Portable radio, flashlight, batteries
Cash and valuables
Clothes

* For the Days After Evacuation (More than Three Days After a Quake)

In order to get back to normal daily life, cooperate with volunteers and administrative agencies in resettling and restoring the area.
Local cooperation is needed for reconstruction!

Emergency service agencies will be put into action to restore essential services. To put victims' lives back in order and restore devastated areas, local residents' volunteer activities and cooperation with government agencies are essential.

You can find more action manuals at the Tokyo Metropolitan Government Disaster Prevention Homepage.
http://www.bousai.metro.tokyo.jp/english/index.html

Ten Points about Earthquakes

Earthquake Safety for You and Your Family
- If you can read PDF files, here is very useful earthquake handbook by Niigata Prefecture
http://www.pref.niigata.lg.jp/HTML_Simple/english.pdf

Ten Points about Earthquakes
A natural disaster like an earthquake can cause a wide range of serious damages. If the furniture might fall over, make sure it is not able to cause injury or block escape routes.
6. Ensure that glass is shatterproof to avoid injury or blocked escape routes.
7. Check the strength of furniture that is fixed to the walls and ceilings.
8. Basic furniture should be aligned in an L-shape and pushed tightly to the walls.
9. Fill in gap between furniture and ceiling to avouid it from falling
10. Don’t forget to secure home appliances and other large pieces of furniture like pianos.

Ten Points for the people away from home
- Take these steps when an earthquake occurs to ensure a quick and ready response when you are outside:
1.
