I am very sorry that I haven't been able to update this blog for past few weeks. Although there is no latest news on this blog, I think there are a lot of useful links, so please bookmark them. Especially, bookmark those sites that you can see from your cellphone. Laptop is often useless in the case of emergency.

My Aims

Strong earthquakes hit the Tohoku Region in the afternoon of March 11, triggering several meter high tsunami waves that caused massive destruction and loss of human lives in areas along the Pacific coast of eastern Japan, especially in Miyagi, Iwate and Fukushima Prefectures.

This blog aims to provide useful information in English for foreigners in Japan and their family abroad. Because I am currently in the US, and there is a limit of time for me to stay in front of news in a day, this blog is not the best place to get news flash about earthquake or tsunami. To get latest emergency information, I recommend you to check radio and twitter. I posted the links to these useful souces in the articles you can find below.

You can get a lot of scary news in English online. At the same time it is important to know what is happening in Japan, they do not help you to protect yourself. If you are too scared, you cannot take proper action when needed.

Thus, my aim of creating this blog is to provide correct and useful information to keep yourself safe and to relief you. I posted a lot of links to useful websites where you can find official/important information regarding this disaster and "what to do tips." Please read and bookmark them before something happens. I also try to post correct information which is hard to find in English, such as information on evacuation and rolling blackout.

To make it easier for you to find the information you need, I created links to each article sourted by categories. Please utilize them and let me know if you find anything not working correctly or hard to use.

Most informations are only available in English unless specifically marked "in Varisou Languages." However, for most of them, I could find only a few languages. If you have useful info in other languages, please leave them as comment.

I am very sorry but because this is an emergency, I am ignoring many copy right issues. Please let me know if you want me to delete any article.

Elevated level of radioactive idone found in tapwater in Kanto Area

Restriction on use of tap water for infants has been lifted, as the level of radiao active iodine at the drinking water treatment plant has dropped from 210 Bq/kg to 79 Bq/kg. Temporary health standards of radioactive iodine set by Japanese Government is 100 Bq/kg for infants under 12 months and 300 Bq/kg for adults.

Elevated level of radio active idonine has been ditected in Kanto area on March 22nd.
Residents of following area are adviced not to give tap water to infants, especially babies less than 12 months old. Tap water should not be used to prepare milk nor baby food.
These municipalities are distributing bottled water for the families with infants for immidiate use.

The level of radioactive idone is low enough for other usage including drinking, cooking, and bathing. It is a precautionary action and does not impose immidiate health risk.

WHO Spokesperson Gregory Hartl commented on Japan's situation regarding radiation, "There is little public danger." It is very unlikely that food sold & exported are affe...cted by the radiation of the Fukushima Power Plant I, countries checking radiation levels of food imported from Japan as well as ordering their people to leave Japan are overreacting. [This means people being checked is also unnecessary.]

From NHK (around 22:00, March 20): The International Atomic Energy Agency (IAEA) Director General Amano was concerned that rumors were spreading out in the world, various countries worrying that radiation in Japan will affect them. He mentioned that ...the information provided is not enough, that Japan should collaborate with the IAEA and report point by point, several countries (organizations) working on together will be better. IAEA will monitor radiation levels in Tokyo and other areas in the Kanto region, separately from Japanese institutions.

So, one of the many challenges you will face/are facing in this earthquake is to find the correct information. Twitter and blogs help immediate access to emergency informationm, but at the same time there are a lot of false rumor and out-of-fate information. The most reliable govermental official sites offer information in Japanese, but not so much in English.

So, I asked the professors in my univeristy where I can find reliable information. Here are some he suggested and I found. Many of them include scienticfic explanations. You may not like reading scientific articles, but they are very easy to understand using a lot of pictures. Read thorough them in order to understand what is actually going on, and to be able to tell truth from false rumors.

Schedule for Tohoku Electric Power's Rolling Blackouts

Tohoku Electric Power has canceled the rolling blackout 21st and 17th.

It should be noted for some municipalities only a part of city goes under blackout but not a whole city. It is also why some cities and villages are listed in multiple groups.

Currently, East Japan is facing energy shortage due to many power plants was damaged by the earthquake and went out of line.

TEPCO, a electricity supply company in Eastern Japan, has declared that they will carry out rolling blackouts to maintain electricity demand under control. The supply of electricity will be cut for three hours. The affected area are divided into five sections and each group of manicipalities will take a turn for the planned blackouts.

This measure will affect the residents of 9 prefectures in East Japan, in cluding Tokyo, Kanagawa, Saitaima, Chiba, Tochigi, Gunnma, Ibaraki, Yamanashi, and Shizuoka

During this period, energy supply to the area including houses office, factory, even to hospitals and schools, will go down altogether.

Traffic lights and street lights will be out as well. Extra cautious about your safety at night.

You are advised not to use elevator during this period, as they also powered by electricity and you will be most likely to surrender inside.

What should You do?

Prepare for the blackouts
- Use flush lights not candles. Candles might cause fire.
- Stay informed. This blackouts are PLANNED and only last for three hours. Lights will comeback.
- Plug off electrics before you leave. Some electrics, such as hair drier and hotpots are prone to create sparks when the power supply is back and be a fire hazard.
- Secure food and water in advance. In some area, water supply will be intermitted as well. Prepare meals and water before hand.
- Stay warm. In some buildings heats are also provided by electricity. Put extra layer.
- Don't open your fridge. Most of the fridge and freezer in Japan are well insulated. If you don't open the door, it will stay cool for three hours.

Conserve energy
- Every kWh you don’t use will help getting steady supply of electricity not only your area, but also the areas severely affected by the earthquake.

False Rumor of Chiba Prefecture Cosmo Oil Explosion

On twitter and through many emails, there has been a false rumor going around that an oil explosion has caused poisonous rain to fall in Chiba Prefecture.

Cosmo Oil, in conjunction with Chiba Prefecture, has published an official statement.

Today, it seems that emails titled "Cosmo Oil Secondary Disaster Prevention Information" were sent out randomly to many people. The information contained included: "the poisonous substance released in the Cosmo Oil explosion has adhered to the clouds and will pour in Chiba as rain."

However, this is not true. The tank in question was filled with LP gas, which despite flowing into the atomosphere as a result of the explosion will have little effect on the human body.

We sincerely apologize to the residents of Chiba, as well as all those related, for any trouble and/or worry this has caused.

PTSD Child Care

Post‐Traumatic　Stress　Disorder (PTSD) is a severe anxiety disorder that can develop after exposure to any event that results in psychological trauma. While many adults are also affected by this, children who have experienced a big earthquake are very likely to struggle with this. Common symptoms include: Re-experiencing, Avoidance, and Hyperarousal.

You can find various information about PTSD online, so I'll focus on how you can help your children here.

Make children feel secure and relieved
- do not leave them alone
- eat and play together
- hug them and hold their hands
- tell them that it is normal to feel sadness, anger, anxiety
- to those who blame themselves, tell them "it is not your fault"
- say "I'll protect you" and "We are safe/okay" instead of "Do your best" or "Be patient"
- talk about pleasant memories
- do not scold them even if they behave badly

Discuss what they are confused about
- ask what they are actually anxious about, with what they are struggling
- do not generalize or dodge the problem
- answer confidently, even if they repeat the same question over and over

Accept their feelings calmly and sincerely
- when they talk, get down to the same height as them, look them in the eyes, make brief responses while listening, and never interrupt them
- do not force them to talk if they don't want to

Provide opportunities for them to play and act
- at their own pace, let them communicate with friends through sports or play
- let them express freely by drawing, singing, and writing
- the feeling of helping others makes them feel good, so let them help you with easy things

If adults show their anxiety, children's symptoms may get worse or cause them to try to hide their anxiety and stress. In cases of disasters like this, however, it is often impossible for adults to be totally calm; adult anxiety is also normal.

So, please do not push yourself too hard. Please ask for help; often others will be helped by helping you. Talk to other adults, counselors, friends, or other parents in the same shelter or area. Incorporate and take turns with them in caring for the children.

The most important thing is to listen to children sincerely, and have fun with them. Talk about your favorite movie, food, memory, and smile together.

Even during the hardest times, do not forget to smile, to have hope, and to appreciate that you are alive.

ニュージーランドで被災した日本人学生の家族が歯がゆい思いをしたように、在日外国人の家族は日本語の速報も読めず、辛い時を過ごしていると思います。また、殆どの地震の心得や速報は日本語でしか出ておらず、どうしたらいいか分からず困っている外国人の方もたくさんいるはずです。

私のつたない文章ではありますが、このページにAmerican Red Crossとその他の団体への募金方法を書いています。
その部分をコピペしても、このページを直接送ってくれても結構です。
この呼びかけ一つで、大きな助けになります。

募金先について

募金先としては、USの団体は知名度もあり、また米国所得税の控除対象になるのですが、
ただ彼らへの寄付は必ずしも日本に回るわけではありません。
ARCは「日本のため」と特定して寄付できるのですが、それでも日本赤十字に送金されるわけではなく、
ARCによる活動のみをカバーし、それを超したぶんは他所の災害援助に回ると明記しています。

日本語がわからなく、また日本への送金手段を持たないアメリカ人にはARCが無難だと思うのですが、
我々を通じて日本赤十字社へ寄付できれば、彼らの寄付先の選択の幅を広げることになると思います。
インターネットを見ても上記のようなconcernは見受けられるので、日本への送金に対する需要はあると考えられます。

About Japan Tsunami Relief (JTR)
As you already know, a terrible earthquake hit Japan on March 11. The M9.0 earthquake triggered many other earthquakes, tsunami, and a potential nuclear meltdown. The aftershock tremors continue to force the tired and scared people of Japan to take shelter. Japan will need a lot of money to provide sufficient food/medicine/blankets for refugees ,and to rebuild houses/roads/all the things destroyed by the disaster.

As Japanese in the US and people who loves the country, members of the Japan Tsunami Relief (JTR) are very frustrated not being able to run to help our loved ones. However, we believe there is something we can do from here in Madison.

For at least the coming several weeks and possibly longer, we will be organizing many fundraising events. A dollar or the change in your pocket can make people in Japan smile. World Health Organization (WHO) posted the Q&A for health concern about Fukushima Daiichi Nuclear Power Plant accidents. WHO is supporting the evacuation order by Japanese Government as reasonable measure for protecting human health.

If you are in any of those city, you are recommended to evaculate immidiately. They are either 20km radinus of Fukushima Daiichi or Fukushima Daini Genpatsu (Nuclear Powerplant)

There are false rumore going around to drink cough medicine or disinfectant containing lots of idone. However, those products also contains harmful substace and not effective for protecting people from radiation exposure. You are recommended to consult with your doctor.

Check List before Night

- Get flashlight one for each member of your family/each room
- Get enough medicine you regulary take, toilet paper, and baby goods
- Clean floor to avoid stepping on hard things in dark
- Take a bath before it gets dark. Leave the used water in the bathtab
- Prepare dinner before it gets dark
- Prepare warm clothes and blankets
- Make sure there is nothing that may fall around your bed
- Charge radio, cellphone, portable music players etc
- Work out a little bit so that you have a good sleep
- Close main gas tap

In the time of earthquake, it is important to save electricity.
If you can, use only PC, radio, and TV. Unplug any electrical appliances you don't need.

However, REMEMBER that you & your family's safe is important than saving electricity.
- You need to obtain information through TV, PC, or radio
- Keep lights till you go sleep. Moving around in dark is dangerous

It is a stressful time, but take time to talk to your family/friends.
Share anxiety, say same jokes, and laugh w/ people.
If you are stressed out, it is easier to get sick and tired.
You need to have your heart strong and happy to survive this disaster.

Remember!

When an earthquake happens
- open door
- open windows BEFORE or AFTER the earthquake. NEVER go close to window DURING tremor after making sure that the window glass is not damaged.
- turn gas off
- if you are wearing heels, break them so that you can walk/run safely
- take off stockings. They are easy to get fire
- if you become panic, everyone will. Crouch and shout "Calm down!"

If you are inside house/building:
* house
- get under table or cover your head w/ cushion
- do not walk barefoot
- turn off fire and gas
* department store/supermarket
- use bags to protect your head
- take distance from show-windows or selfs and stay close to wall
- follow the direction of stuff
* office
- get under desks
- watch out for falling of big furniture, such as locker, and OA system
* condominium/apartment
- open door and windows to get evacuation root
- NEVER use elevators, Use stairs

If you are outside:
* street
- use bags to protect head
- go to parks or open space
- watch out for falling signs or glass
- take a distance from building, walls, vending machines
* driving
- hold the handle FIRMLY and slow down LITTLE BY LITTLE
- pull the car to left side of the road and turn of the engine
- when you leave the car, leave the key in
- carry automobile inspection certificate and valuables

If an earthquake occurs when you are outside, you must respond differently, depending on the location. Let's always be prepared for what we need to do when earthquakes happen.
